EXTRADITION/FOREIGN PROSECUTION TIME LINE

March 5, 1998 HR 381 requiring renegotiation of Extradition Treaty with Mexico passed 105th Congress by voice vote.  No action in Senate.  Introduced by Representative Dan Miller, Florida.
November 3, 1999 HR 3212 requiring sanctions for any country not complying with Extradition Treaties, annual reporting and complaint process introduced in 106th Congress by Representative Dan Miller, Florida.  No action taken.
March 4, 2000 Steve Cooley for D.A. Rally - Courtyard of the Flags, Zavala case featured
July 19, 2001 HR 2572, “International Extradition Enforcement Act of 2001" introduced in 108th Congress by Representative Dan Miller, Florida.  Restatement of HR 3212.  No action taken.
October 2, 2001 Mexican Supreme Court rules that life sentences are  cruel and unusual punishment.  No extradition without assurances of determinate term.
November 28, 2001 OIA received communiqué from Mexico “The Mexican Secretariat of Foreign Relations requested sufficient assurances that Casillas will not be subject to a life sentence should extradit[ion] be granted”.
January 17, 2002 Formal ruling from Mexican court that extradition of Casillas would be denied pursuant to Article 9, Extradition Treaty, Article 4, Mexican Federal Penal Code.
January 24, 2002 Letter from State Attorneys General to Attorney General Ashcroft and Secretary of State Colin Powell requesting action to resolve impasse with Mexico.
February 25-27, 2002 District Attorney Steve Cooley meets with Attorney General John Ashcroft and Assistant Attorney General Michael Chertoff at National District Attorneys Association (NDAA) Executive Working Group on Federal-State-Local Prosecution Relations.  Extradition issues raised by D.A. Cooley.
